At our most recent Cleveland Public Schools Board of Education meeting, board members handled important routine business while also advancing several projects focused on facilities, finances, and long‑term planning. Below is a summary of the key actions and discussions.
✅ Consent Agenda Highlights
The Board approved the monthly Consent Agenda, which includes routine but necessary “housekeeping” items that keep district operations running smoothly. These included:
- Minutes from the March 2, 2026 Regular Board Meeting
- The Treasurer’s Report and monthly financial reports
- Approval of the district’s State Department of Education audit contract with S&B CPAs
- An emergency sick leave request for a support employee
- Additional expenditures to support student organizations and activities, including:
- Primary Student Council supplies for parent and community events
- Varsity Cheer (Basketball/Wrestling) support for Little League activities
- Band fundraisers, including service projects and the sale of surplus equipment
- Approval of an MOU with Oklahoma State University for teacher internship placements
- Approval to engage Chas. W. Carroll, P.A. for the district’s FY27 Estimate of Needs

🏫 Bond Financing & Fiscal Stewardship
The Board took action on the $1,945,000 General Obligation Building Bonds, part of the larger $19,830,000 bond package approved by voters.
Here’s what that means in simple terms:
- The district previously issued Lease Revenue Bonds through the Cleveland Educational Facilities Authority.
- The newly issued General Obligation Bonds (minus $150,000 set aside for annual needs) will be used to pay down that prior debt, ultimately saving interest costs and strengthening the district’s financial position.
This step reflects long‑term planning and responsible management of taxpayer-approved funds.
💡 Facilities Updates & Project Discussions
Stadium Lighting
The Board reviewed bids for stadium lighting upgrades. While no stadium lighting on campus currently meets modern standards, Billy Vessels Stadium was identified as the most urgent need.
- Local contractor JB Electric submitted a bid using Keystone Lights, which includes professional infrared mapping and precise aiming.
- Funding would come from remaining Tiger Vision 2016 funds, which also support upcoming Vo‑Ag barn renovations and other potential campus improvements.
CimTel Trail Parking
Multiple bids were reviewed for parking improvements, ranging from asphalt to concrete solutions ($30,000–$90,000).
- While improvements are necessary, no bid was accepted at this time as more affordable options are being explored.
High School Lecture Room
Plans continue for a redesigned lecture-style classroom in Room 1 at the High School.
- KI Furniture submitted a $46,000 proposal for a 54‑seat lecture hall and has been responsive and collaborative. The bid was approved.
📅 Upcoming Special Board Meeting
The Board approved a special meeting on Wednesday, April 22 at 8:00 a.m. to consider bids related to:
- High School roof replacement
- Special Education classroom renovations
- Science lab remodels
Subcontractor walk‑throughs had strong attendance, and competitive bidding is expected. DC Bass will make recommendations and be present for discussion and action.
💵 Major Expenditures Approved
The Board approved monthly encumbrances, including several notable purchases over $10,000:
- Security upgrades funded by grants, including digital cameras, servers, and a firewall upgrade (partially reimbursed through E‑Rate)
- Stadium lighting materials
- High School lecture room demolition
- Child Nutrition purchases to support cafeteria operations
These expenditures align with safety, instruction, and infrastructure priorities.

Tiger Vision Update
A significantly expanded report was shared, including updates now available on the redesigned Tiger Vision website.
2026 Legislative Session Update
Discussion included potential state legislation tied to teacher pay raises that may require a minimum 173-day school year.
- Cleveland teachers currently work no more than 170 contract days.
- Any changes could add days for teachers and support staff.
- At this time, there are many unknowns, and the district is taking a “wait and see” approach before making assumptions.
